Solar ATAP replaces NEM as Malaysia's rooftop solar scheme

Solar ATAP is the scheme under which Malaysian homeowners now install rooftop solar and access the SuRIA Home rebate, taking over from the earlier Net Energy Metering (NEM) programme. If you are planning a home solar system in 2026, Solar ATAP — short for the Solar Accelerated Transition Action Programme — is the framework that applies.

The programme is executed by the Ministry of Energy Transition and Water Transformation (PETRA), regulated by the Energy Commission, with SEDA Malaysia acting as the Implementing Agency. Official details are published on the SEDA Malaysia portal and the myTNB renewable energy pages.

How Solar ATAP works for homes

Under Solar ATAP, a homeowner installs rooftop solar panels that generate electricity for self-consumption, with the system commissioned and connected through TNB. Energy your system exports to the grid is credited, helping to reduce your monthly TNB bill over the long lifespan of a solar installation. Applications are processed through SEDA's online eATAP system, and registered solar PV investors and service providers can be verified on SEDA's official directory.

Where the SuRIA Home rebate fits in

SuRIA Home is the cash rebate layered on top of Solar ATAP for eligible domestic users. As reported by Bernama, the rebate provides up to RM3,000 — calculated as RM600 for every 1 kWac of declared installed capacity — for systems installed under Solar ATAP. The Edge Malaysia reported that it is expected to benefit tens of thousands of Malaysian homes, supported by a RM150 million allocation.

What it means for homeowners

For households, the combination is straightforward: install a rooftop system under Solar ATAP, lower your electricity bill through self-generation, and — if eligible — receive a one-time SuRIA Home rebate paid by TNB into your own bank account. The rebate runs on a first-come, first-served basis until 31 December 2026 or until the allocation is used up, so early planning is sensible. As scheme rules can be updated, always confirm the current terms on the official SEDA and TNB pages; the rebate is subject to Government terms and is not guaranteed.
